Oge and Witney welcome Rosa Whitaker to the show, one of the key architects of the original AGOA legislation and a leading voice on US-African trade and investment. Rosa shares the original thinking behind the legislation and how a bipartisan coalition formed with broad based support. The three of them then go on to discuss the process of reauthorization in 2015, and Rosa reflects on whether, after 25 years, AGOA has met her original expectations.
