Europe Scrambles to Bolster Defense in the Aftermath of US Pausing Support for Ukraine

EU leaders are meeting in Brussels to discuss expanding defense spending and protection after President Trump suspended US military aid to Ukraine. While proposals for increased European defense investment are on the table, questions remain about whether these measures can be enacted quickly enough to make a difference on the battlefield.

At the same time, UK Defense Secretary John Healey is in Washington for discussions with his counterpart in an effort to make headway on a possible peace plan and reinforce the transatlantic relationship. Baroness Catherine Ashton provides insights on the goals of the emergency talks in Brussels. She covers Ursula von der Leyen’s proposal to increase defense funding for EU member states, Prime Minister Keir Starmer’s balancing act of strengthening the transatlantic relationship with the US while also supporting Ukraine, and how Britain is asserting its relevance in European security discussions.

Global Europe Program

The Global Europe Program is focused on Europe’s capabilities, and how it engages on critical global issues. We investigate European approaches to critical global issues. We examine Europe’s relations with Russia and Eurasia, China and the Indo-Pacific, the Middle East and Africa. Our initiatives include “Ukraine in Europe”—an examination of what it will take to make Ukraine’s European future a reality. But we also examine the role of NATO, the European Union and the OSCE, Europe’s energy security, transatlantic trade disputes, and challenges to democracy. The Global Europe Program’s staff, scholars-in-residence, and Global Fellows participate in seminars, policy study groups, and international conferences to provide analytical recommendations to policy makers and the media.   Read more
